Minutes of the Meeting held in Inchmarlo Hall:
on Thursday 2nd July 2009 at 7.30p.m.

1. Apologies and absences
Apologies for absence were received from:

2. Police Matters
There was no Police representation at the meeting. The May Grampian Police Marr Area Community Council Bulletin had been circulated to Community Councillors prior to the meeting and a copy is attached to these minutes. No formal response had been received from the Chief Constable however, an e mail confirming receipt and actions taken by Grampian Constabulary was received by A. Stenhouse from Inspector Ednie. This confirmed that monitoring of speeds through Strachan village and on the A93 had been made.
It was noted by the meeting that a new Police Inspector, Andrew Todd had been appointed to replace Inspector Stuart Ednie. A letter from the Chairman to be sent to Inspector Todd inviting him to the next Community Council Meeting at Knappach on 20th August.
Discussion took place regarding the siting of the new speed sign as you approach Strachan from Aboyne. The issue to be referred to Mrs. Hudson to contact Mr. Mark Skilling at Aberdeenshire Council Roads Dept.
3. Minutes of the previous meeting
The minutes of the meeting held on 23rd April 2009 were confirmed as an accurate record.
4. Matters Arising
4.8 Planning Issues
Councillor Mrs. Linda Clark assured the meeting that the views of Community Councillors are taken into consideration at Planning Committee Meetings. However, a meeting is still to be arranged in order for members of Feughdee West Community Council to meet and discuss their catalogue of issues of concern with the Planning Department at Aberdeenshire Council.
A meeting to seek advice from Mairi Stewart in the Planning Department regarding the issue of intimidation resulting from objections being made to planning applications is still to be sought.
4.9. Website:
The web master, Mr. Philip Marno requested that Community Councillors pen a short profile of themselves for inclusion on the website. It was agreed that Mrs. Young collate the profiles and forward to Mr. Marno. The chairman suggested, that in addition a photograph be taken of members of the Community Council for inclusion on the website.
Discussion took place regarding the posting of minutes on the website and it was agreed that when draft minutes had been circulated to members and agreed, those draft minutes would be put on the website. After agreement at the subsequent meeting, those minutes would then be posted confirming an accurate record of the meeting.
5. Treasurers Report:
Funds in hand total £1373.70. Income of £549.51 had been received from Aberdeenshire Councilfor the grant for the financial year 2008/9. The grant for the current financial year, 2009/10 had not yet been received. Expenditure of £61.28 for the netball bibs + £60 for the hire of Strachan Hall had been paid and cheques made out to Strachan Village Hall Committee for £250, to Inchmarlo Hall Committee for £250 and to Tilquhillie WRI for £100 towards their costs at Knappach Hall.
6. Planning Issues:
War Memorial: A visit from a representative of Aberdeenshire Council had been made to Strachan War Memorial in response to complaints received due to perceived lack of respect shown as a result of building work being carried out in close proximity to the Memorial. The work being carried out is on private land adjoining the Memorial site and when completed necessary advice will be sought in order that a suitable boundary fence is erected around the Memorial. Concern was expressed at the meeting about the site of the Memorial which is also used, by necessity as a car park for Strachan Playing Field. A possible alternative site to be investigated.
Notification of Planning Applications received: i)Agricultural Building at Pitreadie ii)Demolition of old bothy at GlenDye
Mr. Sheridan to write to Aberdeenshire Council Planning Dept. informing them that there are no objections to an Agricultural Building as long as it is not used as a store for other activities.
Industrial Units at Invercannie Waterworks: The Community Council had lodged their objection to the application for the Industrial Units on the grounds of flooding. Three further applications had also been lodged on the same grounds. For the application to go to the Planning Committee meeting at least 5 objections are required.
7. Current Consultations/Correspondence Received.
A list of the current consultations and correspondence received was emailed to all Council Members prior to the meeting and a copy is filed with these minutes. An additional document relating to Aberdeenshire Core Paths Plan Final Consultation up to 14th September 2009 had also been received.
8. Main Issues Report
The Public Meetings at Strachan and Inchmarlo had been well attended: There were 51 members of the Public + 3 Councillors and 7 Community Councillors in attendance at Strachan and 47 members of the Public + 1 Councillor and 7 Community Councillors at Inchmarlo. An extension to the time had been requested for the Community Council’s response for three weeks to the 27th July 2009. Members of the Council were encouraged to respond individually by 6th July. A meeting to be held at the home of Mrs. D. Hudson on Tuesday 21st July to formalise the Community Council response to the document. Any notes taken at the meetings by members of the Community Council to be circulated prior to the meeting together with collated notes from members of the public.
9. Any Other Business.
Mr. I. Brockie was congratulated on setting out the flower tubs in Strachan for 2009. Further tubs had been purchased for Inchmarlo and the chairman to collect and distribute.
