3. Apologies and absences
Apologies for absence were received from:

The meeting were informed that Mr. David Irvine had resigned as a Community Councillor for Inchmarlo.
3a Mr. Ralph Singleton, Aberdeenshire Council Transportation and Infrastructure
Following a site visit with Cllr. Mrs. Webster to assess damage to the area affected by flood on the B974 at Strachan, Mr. Singleton had agreed to attend the Community Council meeting. He informed the meeting that the flood relief structure and adjoining road had been completely overwhelmed with the volume of water and turbulence at the site had resulted in the road being undercut and washed away causing the road to collapse. He informed the meeting that the most recent flood defence work carried out to the bridge had held and the most cost effective measure to repair the damage would be to strengthen the slope and banks. Work had already commenced. He also proposed that flood gauges be installed at the Bridge and on the road opposite the Feughside Inn which also floods.
Concern was expressed about the fence at the site which acts as a filter for debris brought down river with the flood water. Should the fence give way, the debris would then cause an additional problem. Mr. Singleton pointed out that it is the responsibility of landowners to maintain flood banks but any concerns would be looked at.
Councillors took the opportunity to voice their ongoing concerns about speed limit signs in Strachan:
The position of the new “flashing” sign which councillors would like moved further to the west preferably before the primary school.
Mr. Singleton explained the rationale for its present position was to avoid confusion with the 20 mph school sign. Therefore a sign which flashed 20 or 30 as necessary would be the answer. The matter would be further looked into.
It was suggested that a request be made for monitoring traffic speed through the village and a request to do so would be made to NESCAMP (North East Safety Camera Partnership).

The chairman proposed that the 40mph sign on the approach to Inchmarlo be resited a short distance west in line with the village boundary and sign. Mr. Stenhouse to e mail Aberdeenshire Council.

4. Police Matters
There was no Police representation at the meeting and no report was received. The Chairman had still not received a communication from Inspector Todd recently appointed as the new Police Inspector responsible for the area covered by Feughdee West Community Council. Councillor Mrs. Webster to raise Community Council concerns as good communication had previously existed with the Police.
A letter had been received in response to Community Council concerns regarding the transportation of chalets to the Castlewood Site in Strachan and assurance given that load sizes were within width restrictions and no road traffic laws had been broken.
5. Minutes of the previous meeting
The minutes of the meeting held on 20th August 2009 were confirmed as an accurate record.
6. Matters Arising
4.6.5.1 Footpath between Strachan School and the Village Hall/Traffic Signs

7. Treasurers Report:
Funds in hand remain at £1373.70. Payments outstanding are: £100 to Tilquihille WRI, £150. to Mr. Brockie for flower tubs, £49.20 to Inchmarlo Hall for hire, £35 to Information Office for Data Protection and £20.for hire Knappach Hall. Notification from Aberdeenshire Council of their grant for the current financial year 2009/2010 in the sum of £516. had been received. The Bank had advised that the ex-treasurer’s signature would not been required in order to change signatories to the account. Names to the account could therefore be changed and new signatories to cheques given.

8. Planning Issues:
Amendments to Plans: The meeting sought advice from Cllr Mrs. Webster regarding amendments to planning and were informed that it was at the discretion of the Planning Officer as to whether the change was a material one not. Current amendments are not notified to Community Councils and a letter requesting notification of future amendments is to be made to Aberdeenshire Council by Feughdee West.

Modernisation of Planning Regulations: The meeting were informed that under new planning regulations neighbours would only be notified of planning applications if they lived 20 metres from the site and the onus for notifying communities would be on Community Councils. Discussion took place regarding how this could be carried out and it was suggested that the local newsletter/ website could be used. Any notes received from the meeting would be made available.
Burn a Rhoda: Mr. Clephan attended the meeting outlining his intention to apply for planning permission for change of use of steading to a double garage with granny flat for family use asking if there would be any objection to these plans from the community council. He was informed that it is not the practice of the Community Council to object to small extensions and garages.

9/10. Current Consultations/correspondence received:
ASCC: Opinion was sought at a meeting regarding whether or not Aberdeenshire Council should pay for Community Councils to belong to the ASCC. ASCC are an organisation which support Community Councils to carry out their legal requirements but membership is not compulsory and at the discretion of individual councils. Feughdee West Community Council subscribe and a check will be made to ensure membership for 2009/2010. It was felt that Aberdeenshire should continue to fund the subscription to ASCC.

Mr. Douglas from the website of Birse and Feughside Parish Church had contacted the Community Council with regard to the minutes of meetings. Members agreed that although Strachantoday.org is the prime website for publishing minutes of Meetings, a hyperlink could be set up to link the two sites. The chairman will write to Mr. Douglas.

Community Councillor Vacancy at Inchmarlo: An article will be placed in the Deeside Piper advertising the vacancy along with the photograph taken of the Feughdee West Community Council members.
Public Art Award: Councillor Mrs. Webster informed the meeting of an award to Strachan of £737. from planning gain for the creation of a piece of art for the village. Contact to be made with Sally Thompson, Public Art Officer on 01467 626977 in order to discuss options.
